Belzona Houston supplies the repair, sealing and lining systems used on the benzene waste side. BWON, the Benzene Waste Operations NESHAP at 40 CFR Part 61, Subpart FF, governs how a covered facility manages and controls the waste streams that carry benzene: individual drain systems and junction boxes, sumps and trenches, oil and water separators, waste tanks and containers, and the treatment units downstream of them. Those assets are concrete, carbon steel and rubber, and they degrade in ways that are well understood.
The work we support is physical. A cover that no longer seats. A drain seal that has lost its water leg because the concrete around it spalled. A separator wall that has thinned. A floating roof rim seal that has gone hard. A bund that will not hold the volume it is rated to hold. Belzona systems cure at ambient temperature, so most of this can be done in place, inside an existing outage, without welding or flame in a hydrocarbon area.
We are the distributor. We help your reliability and environmental groups select the system, we supply the material, and where you need the labor, our sister applicator company BHI Coatings performs the application from its blast yard and shop in Alvin, Texas. What we do not do is decide whether a rule applies to your unit, or whether a completed repair satisfies it. That determination is yours. Belzona Houston does not hold, and does not claim, any EPA approval, certification or listing for use under the Benzene Waste Operations NESHAP or any other regulation, and no product makes a facility compliant with any rule.

01Where this work sits in your program
BWON is a waste-side rule. It governs the streams that carry benzene and the units that manage them, and its control requirements center on covers, closures, seals and the absence of visible gaps and openings. That makes the physical condition of the asset the thing being inspected: whether the cover seats, whether the seal holds, whether the concrete around a drain is still sound enough to keep a water seal.
Fugitive emissions from flanges, valve bodies, pump seals and connectors are normally managed under a facility's leak detection and repair program rather than under BWON. The two programs are separate, but for maintenance they end in the same place. Something has to be sealed, rebuilt or relined, and it has to hold. We supply the systems for that work and the application procedures that go with them.
Your environmental group determines which program applies to which asset, what monitoring is required, and whether a completed repair is acceptable. We do not make that call and we do not advise on it. What follows is capability and method.
02Fugitive emission sealing at flanges, valve bodies and pump seals
A flange that keeps leaking after a gasket change is usually not a gasket problem. Heat cycling, gasket witness marks, dropped-tool damage and general corrosion leave the raised face out of flat, and no gasket seats against a face that has lost material. Belzona 1111 (Super Metal) rebuilds the missing metal cold, in line. Belzona 1121 (Super XL-Metal) does the same with an extended working life for larger faces and slower cures. Belzona 9411 (Release Agent) stops the former or the mating flange from bonding, so the rebuilt face mirrors its partner rather than being machined to an estimate.
Wet, oily and live substrates
Belzona 1212 is the surface-tolerant composite for substrates that cannot be dried or grit blasted, including oil contaminated, sweating and underwater surfaces. It is the system behind in situ sealing on equipment that cannot come down first. Suitability is assessed leak by leak against pressure, temperature and medium, and some defects still require the asset out of service.
Valve bodies, seal chambers and pump casings
Corroded valve bodies, worn gate and butterfly seating areas and pump casings that have lost wall to erosion and corrosion are rebuilt with Belzona 1311 (Ceramic R-Metal) and protected with Belzona 1321 (Ceramic S-Metal) for continuous immersion service. On the mechanical seal side, a gland or seal chamber that has corroded out of true will keep destroying cartridges regardless of which seal is fitted. Rebuilding the housing back to dimension is the repair that lasts.
Through-wall and thin-wall defects in the pressure envelope
Where the defect is in the pipe or vessel wall rather than the joint, the engineered repair is Belzona SuperWrap II: Belzona 9381 glass and carbon fiber hybrid reinforcement sheet with Belzona 1982 long working life resin, rated for service to 176°F (80°C) and suited to warm climates. SuperWrap II repairs are designed in accordance with ISO 24817 and ASME PCC-2, so the repair carries a calculated design life rather than an opinion.
Flange and bolting encapsulation
Belzona 3412 with Belzona 8411 (Corrosion Inhibiting Wax) is the peelable, resealable flange and bolt encapsulation system. Be clear about what it does: it excludes moisture and arrests external corrosion of the flange and fastenings, and it peels back for inspection and reseals afterward. It is corrosion protection for the joint, not a substitute for a sound sealing surface.
03Storage tank roofs, shells and internal floating roof seals
Tank steel thins from the side nobody looks at. Vapor space corrosion attacks the roof plate and upper shell from the inside, and water sitting at the chime attacks the floor plate from underneath through every rain cycle. By the time it is visible from the deck the metal loss is already established.
Roof and shell
Pitted and thinned plate is resurfaced with Belzona 1111 or Belzona 1121, cold applied, with no hot work on a tank that has held hydrocarbon. Where the loss is structural rather than cosmetic, the SuperWrap II system with Belzona 9381 and Belzona 1982 provides an ISO 24817 and ASME PCC-2 designed composite reinforcement on shell plate, nozzles and support pads. External protection of the shell and roof is handled with Belzona 5111 (Ceramic Cladding), a two-part urethane for long-term corrosion and weather protection. Internal surfaces under immersion take Belzona 5811 (Immersion Grade), rated for aqueous service to 122°F (50°C).
Chime, tank base and roof penetrations
Water ingress at the tank-to-foundation rim is the dominant cause of underside corrosion. Belzona 3111 (Flexible Membrane) is the cold-applied flexible coating that bridges the steel-to-concrete transition and seals the rim against capillary uptake, with Belzona 5811 reinforcing the inside chime. Belzona 3121 (MR7) is the emergency material for sealing leaking joints and seams in all weather when the repair cannot wait for the window.
Internal floating roof seals and deck fittings
Rim seals, wiper seals and deck fitting gaskets are rubber, and rubber hardens, splits and takes a set. Belzona 2211 (MP Hi-Build Elastomer) rebuilds and coats rubber components with up to 1000% elongation. Belzona 2221 (MP Fluid Elastomer) is pourable and is used to cast replacement gasket seals to shape, including on deck fittings, leg penetrations and gauge well covers. Belzona 2111 (D&A Hi-Build Elastomer) is the abrasion-resistant option where the seal is in contact with the shell and wearing.
Whether a repaired or rebuilt seal meets your inspection criteria for gap and contact is determined by your inspection, not by us.
04Secondary containment and bund lining
A bund is only worth the volume it will actually hold. Concrete containment fails through porosity, shrinkage at cold joints and crack networks that let spilled product travel into the substrate and out through the wall, and the failure is invisible until someone runs a hold test or a release finds the path.
Rebuilding the substrate
Belzona 4141 (Magma-Build) is the lightweight compound for rebuilding severely spalled vertical and overhead concrete at the wall face. Belzona 4111 (Magma-Quartz) repairs and resurfaces horizontal concrete and stonework damaged by impact, chemical and environmental attack. Belzona 4131 (Magma-Screed) caps the rebuild where impact and abrasion continue in service. On high-volume repairs, Belzona 4154 (Bulkfill Resin) with Belzona 4124 (Bulkfill) aggregate fills the bulk economically before the wear surface goes on.
Selecting the barrier against the actual stream
The lining is chosen against the worst-case release, not against a chemical class.
Belzona 4311 for broad acid and alkali resistance on mixed-stream containment.
Belzona 4341 where hot inorganic acids are the risk, including sulfuric and hydrochloric service to 194°F (90°C).
Belzona 4361 where the concrete itself moves, a flexible crack-bridging coating that keeps the barrier intact across a working substrate.
Belzona 4181 (Magma-Build Acid Resistant) as a trowelable heat and acid resistant system for bunds, pump bases and tank pads taking mechanical as well as chemical attack.
Belzona 5815 (Containment Grade Flexible Barrier Coating) for short-term chemical immersion and accidental spillage, with greater elongation than the other 5000 Series products.
Static dissipation in flammable service
Where the contained product is a flammable solvent and static control is part of the area classification, Belzona 4351 and Belzona 5813 are the static dissipative barrier coatings, engineered to transfer surface charge away rather than let it build. Your electrical and safety groups set the requirement; we supply the system that meets the coating side of it.
Note the program boundary: secondary containment around oil storage is typically addressed under a facility's spill prevention plan rather than under BWON, even where the same concrete also sits in a benzene waste service. Your environmental group determines which applies.
05Waste-side concrete: drains, junction boxes, sumps, trenches and separators
This is where the benzene waste side physically lives, and it is the least glamorous concrete in the plant. Individual drain systems, junction boxes, sumps, trenches and oil and water separators sit in continuous contact with hydrocarbon, sulfide-bearing water and whatever the unit sent down the drain, and they are usually repaired reactively.
Drains, junction boxes and trenches
The concrete around a drain or junction box degrades from the wetted line outward, and once the surround has broken up the seal it was holding is gone. The sequence is rebuild then line: Belzona 4111 or Belzona 4131 to bring the substrate back to profile, Belzona 4181 where impact and inorganic acid attack coincide, then a chemical barrier of Belzona 4311 or Belzona 4341 selected against the stream. Steel embedments, gates, grating frames and covers take Belzona 5811.
Oil and water separators
Separator walls, launders and weirs lose section to a combination of chemical attack and hydrogen sulfide at the splash zone, and the vapor space is often worse than the immersed zone. Belzona 4341 is the inorganic-acid-resistant lining for that duty. Belzona 5811 extends the same protection to steel flights, skimmers, baffles and covers. Where the stream runs hot, Belzona 1391T (Key) is the hand-applied ceramic-filled coating rated for continuous immersion to 266°F (130°C) and is already specified on oil production separators, knock-out vessels and scrubber units.
Covers, hatches and closures
Most of what an inspection actually looks for on a covered unit is whether the closure seats without a visible gap. Worn and hardened cover gaskets are rebuilt or cast to shape with Belzona 2211 and Belzona 2221, which is often faster than sourcing a replacement for a cover nobody makes anymore.
The preparation nobody wants to pay for
Oil-saturated concrete will reject a lining no matter how good the lining is. The honest sequence is degreasing with Belzona 9111 (Cleaner/Degreaser) followed by mechanical removal down to sound, clean, dry substrate before any rebuild material goes on. Skipping or shortening that step is the single most common reason a waste-side containment lining fails early. If the schedule will not allow the preparation, we will tell you the lining is not the right scope for that outage.
06Wastewater and process-water assets on the waste side
Downstream of the separators, the same materials protect the treatment train: equalization basins, clarifiers, aeration and DAF units, headworks channels, lift stations and wet wells. The dominant failure mode in sulfide-bearing service is hydrogen sulfide attack at the splash zone and in the vapor space, which thins concrete cover over rebar and opens the substrate long before the immersed zone shows the same damage.
Belzona 4341 is the immersion lining sized for sulfide-rich service. Belzona 5811 protects steel sluice gates, weirs, walkways and embedments in the same basin. Belzona 1391T covers the hot end, up to 266°F (130°C) under continuous immersion. Rotating equipment in the same service, pump casings and impellers losing wall to erosion and corrosion, is rebuilt with Belzona 1311 and coated with Belzona 1321. All of it applies cold during a single basin-down rotation and returns the asset inside the plant's existing maintenance window.
One distinction worth making, because it gets confused: potable and drinking water contact is a different product set with different approvals, including NSF/ANSI 61 certified systems. Ask for those by name when the asset is on the potable side. They are not what goes into a benzene waste stream, and nothing on the waste side should be specified from a potable data sheet.
07How the work actually gets done
Cold cure, in place. Belzona repair composites and coatings cure at ambient temperature. The repair itself introduces no welding, flame or preheat, which is why these systems get used in hydrocarbon areas where a hot work permit is difficult or impossible to obtain. Surface preparation methods and the permits that apply to them are agreed with your safety group before anyone mobilizes.
Specification support before the outage, not during it. Product selection on the waste side turns on the actual stream, its temperature and its dwell time, not on a chemical family. Bring us the service conditions and we will come back with the chemical resistance data for that substrate and chemical combination, the instructions for use, and the technical data sheet for the system we are proposing.

What is BWON?
BWON is the Benzene Waste Operations NESHAP, the National Emission Standards for Hazardous Air Pollutants covering benzene waste operations, at 40 CFR Part 61, Subpart FF. It governs how covered facilities manage and control the waste streams that carry benzene. In maintenance terms it drives the physical condition of drains, junction boxes, sumps, trenches, separators, waste tanks and their covers and seals. Whether it applies to a given facility, unit or stream is determined by that facility and its environmental group.
Does using Belzona products make my facility compliant with BWON?
No. No product makes a facility compliant with BWON or any other regulation. Compliance is determined by your facility based on your waste streams, your control equipment, and your monitoring and recordkeeping. What a Belzona system does is restore the physical condition of the asset, the cover that seats again, the concrete that holds again, the wall that has thickness again, so your program has something sound to work with.
Are Belzona products EPA approved or EPA listed for BWON?
No, and be careful with anyone who tells you otherwise. EPA does not approve or list repair composites and coatings for BWON. Belzona products do carry specific third-party approvals and design codes where they are relevant to the use, for example NSF/ANSI 61 certification on the potable water systems and ISO 24817 and ASME PCC-2 design for engineered composite pipe repair. Those are verifiable and we will show you the documentation. We will not represent them as something they are not.
Can this work be done without shutting the unit down?
Often, and that is usually the point. Belzona systems cure at ambient temperature and are applied in place, so much of this work fits inside an existing outage or is done on line. Belzona 1212 is surface tolerant enough for wet, sweating and oil contaminated substrates that cannot be dried or grit blasted, which is what makes in situ sealing on live equipment possible. Suitability is assessed leak by leak against pressure, temperature and medium, and some scopes still require the asset out of service.
Does the repair require hot work?
The Belzona systems themselves are cold cure. The repair introduces no welding, flame or preheat, which is why they are specified in hydrocarbon areas where a hot work permit is difficult or impossible to obtain. Our sump and trench concrete is saturated with oil. Can it be lined?
Usually yes, but not until the contamination is dealt with. Oil-saturated concrete will reject a lining no matter how good the lining is. The sequence is degreasing with Belzona 9111 followed by mechanical removal down to sound, clean, dry substrate, then rebuild with Belzona 4111 or 4131 and a chemical resistant barrier such as Belzona 4311 or 4341 selected against the stream. Cutting that preparation step is the most common reason a containment lining fails early.
How do you select between Belzona 4311, 4341 and 4361 for containment?
By what the containment has to survive. Belzona 4311 covers broad acid and alkali resistance for mixed-stream containment. Belzona 4341 is the choice where hot inorganic acids are the risk, including sulfuric and hydrochloric service to 194 degrees F (90 degrees C). Belzona 4361 is the flexible crack-bridging option where the concrete substrate itself is moving and a rigid coating would fracture with it. Send us the stream, the temperature and the expected dwell time and we will pull the chemical resistance data for that specific combination rather than the chemical class.

What documentation comes with the material?
Every product has a technical data sheet, instructions for use and GHS safety documentation, and most carry published chemical resistance data. Ask us for the resistance chart against your actual stream rather than a general chemical class. That is the document that decides the specification.

10Capability, not a compliance determination
Belzona is a family of repair composites and protective coatings. There is no EPA approval, certification or listing for a repair material under BWON. Belzona Houston does not hold one, does not claim one, and will not tell you that applying a product makes your facility compliant with BWON or with any other rule.
What we can tell you is what a system is made of, what it resists, how it is applied, what temperature and immersion service it is rated for, and which design codes an engineered repair is built to. Those things are specific and verifiable. Where a specification asks us for evidence we cannot substantiate, we will say so in writing rather than work around it.
Applicability, monitoring, recordkeeping and acceptance of any repair are determined by the facility and its environmental group.
